National Development yesterday launched a new plan to replace the former South End headquarters of the Boston Herald with a mixed-use project with 475 apartments, a grocery store and restaurants. Four new buildings on the site will range between five and nine stories, with each designed to bring its own modern flair to the neighborhood.
