Citigroup fell after the Federal Reserve said the banking giant failed its annual stress test. The Fed said Citi, unlike any of its peers, does not have enough capital to raise its stock dividend and still withstand a financial crisis worse than that of 2008. Analysts were left wondering whether the third-largest US bank has fully recovered from the ’08 financial meltdown.
