S&P 500 creeps near four-year high; Cisco surges

Encouraging earnings from Cisco and hopeful signs in a housing report lifted stocks Thursday. Construction fell in July, but analysts seized on building permits, which rose the most since 2008. The report helped push the S&P and Dow near their highest closing levels since 2007, and helped push the price of crude oil up $1.27 per barrel to $95.60.
