Governor Deval Patrick detailed a plan Tuesday to produce 10,000 multifamily housing units a year through 2020 in an effort to keep young professionals from leaving Massachusetts.
The initiative includes a program called Compact Neighborhoods that will encourage and create housing near workplaces, public transportation, and city and village centers, Patrick said.

Oh! the problem is not enough housing. I did not know that. I am sure if the kids had access to the proposed housing at market rates they would not go off to Seattle, Atlanta, NYC, San Fran, Denver, for adventure, fun, low taxes.
Once again the specter of the development industry controlling growth rises to the occasion. It is interesting that many of the spokesmen applauding this proposal are the individuals that exist and profit by supporting programs that benefit the vested interests of the development, banking, real estate and legal professions that have long feasted at the trough of state sanctioned housing programs. For close to half a century the same repetitive chants of these entities have a singular focus that for all intents and purpose,impose projects for which the involved municipalities have very little control or protection. Few realize that the 40R "Smart Growth" legislation has an included entity named 40Q which in effect creates a quasi government within the city or town that is independent and provides for the municipality to also do the project funding with bond obligations. Many towns have wisely taken a pass on approving 40R for their town. As we all know projects can fail but with 40R they would be responsible for the bond debt. In this same Globe issue the concern about lack of oversight and control over so called "non-profits" appears in an editorial that cites this concern, yet here we have those types loudly supporting proposed programs. that place many non-profits in the driver's seat. This latest housing proposal will no doubt fatten the payrolls and provide increased salaries for the individuals applauding this latest housing offering.
