Commercial real estate developer Forest City Enterprises said Thursday it will refile a petition with Cambridge city officials, who delayed action on the plan in August, to build a 250,000-square-foot office and laboratory complex at 300 Massachusetts Ave. outside Central Square.

The building would be occupied by Millennium: The Takeda Oncology Co., which has about 1,200 employees in Massachusetts and is outgrowing its space in a half-dozen other buildings at Forest City’s University Park development near the proposed site.
