EnerNOC Inc. soared after the Environmental Protection Agency issued a rule many stockholders see as helping the Boston energy services company. The EPA aims to limit how long diesel generators can run without special safeguards; it had been expected to specify 15 hours per year, which would have hurt EnerNOC, Wedbush analyst Craig Irwin said. But the EPA stuck with an earlier proposal for 100 hours per year. The new rule is apt to be challenged in court, however.
