New members bring NLRB to full strength

WASHINGTON — The National Labor Relations Board swore in four Senate-confirmed members Monday, marking the first time that the panel has worked with a full slate of approved members in nearly a decade.

The new NLRB members are Nancy Schiffer, who was associate general counsel at the AFL-CIO; Kent Hirozawa, who was chief counsel to NLRB chairman Mark Gaston Pearce; and labor lawyers Harry Johnson and Philip Miscimarra. The fifth member is Pearce.

President Obama tried to bypass the confirmation process in January 2012, appointing three members to the board while lawmakers were on break. But a three-judge panel of the US Court of Appeals for the District of Columbia Circuit ruled that the placements were unconstitutional.

Obama renominated two of the recess appointees this year along with three other picks, but Republicans indicated they would not confirm some of the selections. Lawmakers resolved the conflict last month with a bipartisan deal.
