Do precast steps need a foundation?

Q. I’m contemplating replacing my brick steps with a precast version versus having a mason rebuild. I believe the current steps (2 risers) sit directly on the dirt. The precast company tells me there’s no problem placing the steps directly on the dirt versus pouring a slab. Do you agree?
