I called animal control on my neighbors once. It was unfortunate, but necessary (in the middle of an unpleasant divorce, their once sweet dog was sort of forgotten. Barely cared for at all, she stank to high heaven, wandered the streets, in the middle of the street...). They never "knew" it was me, but I know they suspected it. If it comes to a confrontation, you tell them that you did if for the well being of the neighborhood and for the safety of the dogs...
