The tens of millions of dollars that are transforming this mostly white, conservative, blue collar town is coming from 450 investors from China, India, Russia, South Africa and 52 other countries as part of a controversial federal immigration program that Obama administration is increasingly promoting in hopes of creating thousands of jobs across the United States.
