Leading legislators released a sweeping new plan for the state’s congressional districts yesterday that straightens out a decades-old snarl of seats, creating serious new political hurdles for the nine remaining members of the US House delegation. The plan will likely force one incumbent, William R. Keating, a Quincy Democrat, to move his residence to his summer home in Cape Cod, in order to avoid running against fellow House Democrat Stephen F. Lynch of South Boston.
