If there is to be a casino at Suffolk Downs, affected voters will have to approve of the idea. But a wrinkle in the law would allow a vote on Suffolk Downs to be made only by voters in East Boston and Revere. This even though the police who patrol it, the emergency personnel who provide the necessary care, and the streets that lead to it are paid for by all Boston taxpayers, not just the ones who live nearby.
