Three weeks before classes began this school year, bus drivers warned their bosses that Boston’s schools were destined to repeat “massive, system-wide chaos’’ if they proceeded with flawed and error-ridden routes that didn’t allow drivers enough time to safely pick up and drop off students. The routes were used anyway. And now, the district finds itself wrestling with a persistent tardiness problem as one in 10 students still arrive after the first bell rings.
