Guard chief on leave amid rape allegations

Commander denies charges stemming from ’84 episode

Governor Deval Patrick placed the head of the Massachusetts National Guard on leave Thursday night after learning that he is under investigation in the alleged rape of a subordinate on a Florida beach 28 years ago while the two were on maneuvers with a military police unit. The explosive charges against Adjutant General Joseph C. Carter were originally investigated several months after the alleged 1984 assault.

My name is Jim Jordan and I have known Joe Carter since 1984. I not only think this article is unfair, I think it is wrong. Allegations that surface in an admin. hearing in which the boss is trying to discipline a disgruntled subordinate are suspect. I am sensitive to rape victims and can only imagine how terrible is the experience of rape and the complex decision to go public. But still something about this alleged victim's story rings false. I am biased as a supporter and friend of Je Carter, that I will proudly admit. In 30+ years of distinguished public service and as a father and husband Joe earned way better than this shabby treatment.
