Officer will not face criminal charges in shooting

Prosector didn’t believe that state could win case

A prosecutor declined to file criminal charges Friday against a New London police officer who shot and paralyzed a suspected truck thief, despite a police investigation that determined the officer used excessive force. New London State’s Attorney Michael Regan said in a report that the state would be unable to disprove that former Officer Thomas Northup believed deadly force was necessary. He said his focus was on whether criminal laws were violated, not Police Department policies.
