Residents here voted Wednesday night to ban the sale of single-serving plastic water bottles, bringing the town a step closer to becoming the first municipality in the nation to enact a complete prohibition on sales.

Like people won't buy it in the next town over. Wait, the town can have a new worker - bottle policeman or woman to inspect every store to have sure this law is enforced.
So, if I would like to come to Concord as a tourist and spend some money and I decide to buy myself and my family a picnic lunch at a local sandwich shop, I can't buy water in a bottle, but I can by soda? How does this make sense? How is a merchant going to explain this to me when I say "hey, where's the water?" Is he going to offer me a tap, and something to fill from it, something that I can carry with me on my picnic, or am I left with only the option of sugar or chemical filled soft drinks? I agree that there are too many plastic water bottles out there, but the solution is education and increased recycling. Encourage residents to drink tap water at home, encourage schools and teams to fill and use reusable bottles. I feel for the small businesses that are going to be left with the results of what seems to me to be a not well thought out ban that doesn't really address the bigger issues.
Note to self: Make at least four trips to Concord, MA this summer. Keep at least three plastic bottles of water in car. Drive along Main street in Concord village lifting bottle to lips as if drinking. Try very yard to do this in front of local LE guy. See if these idiots will arrest on a charge of drinking water from a plastic bottle.
I agree. It's incongruous that people will be able to buy Mountain Dew, Coke, Gatorade, or anything else that is loaded with sugar, but not water! People often don't bring their water bottles with them when they go on vacation or on a day trip. What do you do with a couple of thirsty kids on a hot summer day? Let 'em drink Coke? Why this woman decides to take on water is beyond my understanding. All those other drinks come in plastic. You are correct, MAP. The answer is education and recycling. And maybe enforcement of the litter laws. Toss a plastic bottle by the roadside, pay a fine. Seeing the Concord bylaw doesn't seem to make it illegal to possess bottled water, but just to sell it, maybe a group of people should buy lots of bottled water at the grocery stores in nearby towns and then set up a "water donation" stand in the middle of town on a hot summer day. Give the water to people for a donation. That is not selling water! I hope that the AG has some common sense and refuses to certify this bylaw. Water is necessary for good health. Meanwhile, the supermarkets in Acton can advertise the availability of water.

"The ban would be suspended during emergencies." If the stores aren't allowed to sell it under normal circumstances, why on Earth would they stock it to have available in an emergency?

All of us in Concord are NOT insane, only 403 misguided souls who march to the beat of a weirdo drummer. Making a statement by putting the Town through this article at Town Meeting and obligating it to spend precious funds to enforce their whim is unfortunate. Town residents can easily buy their water elsewhere, but I feel sorry for the shopper, diner or bicycler who comes through Concord and just wants a bottle of refreshing, cold water and is told to buy a soda, a juice, or to fill a cup with warm water at the comfort station. They are not reducing the plastic, just shifting it to a different product. It makes me dislike town meeting where 10 signatures can propose a warrant article. Out of a town of 17,000 plus, 403 voters just made us the laughing stock of the country.
I wonder what they'll do if there was ever a water contamination? What have we all become..nit picking on the small stuff, give me a break!
