Responding to complaints about plans to develop its proposed $1 billion casino resort in phases, Suffolk Downs has acknowledged that the host cities control when the resort could open, and that the project cannot be done in phases without the support of local officials.
Track officials would not comment further, but they continue to make the argument to public officials that it would make sense to open in stages — to begin to provide tax revenue and jobs — while construction continues on the more time-consuming aspects of the development, according to Revere Mayor Dan Rizzo.

How about forgetting EB all together, and sticking this future nexus for crime and corruption out in western MA where it won't be quite so conveniently located for criminals and politicians, and where the ill effects can be better monitored and controlled?
This is gambling people, it's sad and sorrid, not glamorous. It's not a college, a factory, or a hospital complex. If we deceided it going to happen, then make it a destination resort in Western MA, accessible only from the Mass Pike. Monitor all traffic coming and going. Insulate nearby communities from the direct pollution and problems it will inevitably generate.
BTW - while we're at it, why don't we legalize prostitution at the casino, too. It'll go on there anyway, so why not? The state may as well get a slice of the pie, as it were.
