The two top officials of the mass transit system in Atlanta are the finalists to become the next general manager of the MBTA, state transportation officials confirmed, after a year in which one of the most politically challenging jobs in Boston was filled by an acting chief. “These are two very strong candidates,” said state Transportation Secretary Richard A. Davey. “We can’t lose. Either way, we will have an outstanding general manager of the MBTA.”
