North End residents are accusing the Boston Redevelopment Authority of trying to circumvent the law in order to bring a tavern to the end of Long Wharf near the Aquarium. The property in question is an out-of-the way concrete park the BRA says was always planned on being redeveloped when they took the land as part of an urban renewal project in 1970. However residents - and a superior court judge - say the swath of land is a state park and any change in use must get a 2/3 vote by the legislature.
