Last week, federal officials announced a $366 million settlement with the folks who pumped so much poisonous waste into New Bedford’s Acushnet River that it became one of the nation’s most polluted places. That means people might be fishing in here in seven years, instead of the 40 everybody expected. That has put spring in a lot of steps around here. Maybe this storied, pummeled city is on the brink of something great.
