Drawing legislative districts is traditionally a political minefield, but the Boston City Council may be setting a new standard for frustration. For months, the councilors have been trying to draw new City Council districts. This should not be all that difficult, given that the demographics of the city are not radically different from a decade ago. But to resolve its problem, the council will have to muster the will to break with the status quo.
