In its first detailed tally of the impact of the drug lab controversy, the state’s judiciary said it needs $8.72 million to deal with legal challenges to as many as 136,000 criminal cases in which evidence was allegedly mishandled by a state drug lab chemist.
In a letter sent to the Patrick administration Wednesday, Judge Robert Mulligan, the top judge for administration, and Court Administrator Harry Spence said the funds would pay for 18 months of litigation related to chemist Annie Dookhan’s actions over nine years working for the Massachusetts Department of Public Health.

See, it sounded like a real problem at first. There is no double-blind testing of drug samples, allowing the results to be manipulated because subject and the prosecutorial and defence representatives are known, and there is no validatation of the test process because known samples are not put through the system, and mistakes are never caught -- for the same reason, but, hey, it's obvious that human beings don't make mistakes, and you have innocent people in jail, and families destroyed, and you have guilty people get off, and, finally, IF the known minipulation was planned (and there was prosecutorial communications) then the tribe was able to get its members off, and the outsiders got burned. But, hey, it's easy for management to miss these kinds of things, they can't be perfect. But, now we see that this, actually, is a jobs program -- just like the Big Dig leaks and falling lights has turned out to be! Money for more judges, court sessions, clerks, attorneys, investigations! And, the formerly jailed needing housing, couseling, training, supervision. And the mayor needing milliions just to make him feel more secure. And these are good jobs, not just working at Mickey D's (not that there's anything wrong with that). I predict that Mass will grow at a 0.5 percent greater rate for the next 3 years all because of the drug testing scandal. So, practically everyone wins (except, of course, for the taxpayer -- but, being mostly liberals, they are used to these kinds of "rescue operations" -- and for the former victims, because, of course, you can't "fix it", you can't rewrite history.

This Annie Dookhan caSe in the state criminal drug testing system is only part of the dual scandal that is sure to cripple the state Public Health Department and wind up costing tax payers possibly hundreds of millions of dollars. The $30 million sought by the city of Boston and the state court system is only pennyante in the overall scheme of this pair of scandals. Almost certainly the more expensive portion of the scenario is the New England Compounding Center and ensuing meningitis outbreak with its nearly two dozen deaths and hundreds of persons made ill. One can almost picture lawyers reading themselves for clients who want relief for both the loss of loved ones and suffering they may have experienced from meningitis. And NECC is unlikely to be a deep-enough-pocketed entity to satisfy such volumes of cash. Behind the scenes is the Commonwealth, which has what lawyers might see as almost unlimited amounts of money for their clients as well as to pay legal fees which may be ordered by courts. Finally, there is a political legacy at stake here. The Massachusetts governor, Deval Patrick, has been blustering with promises of this and that retaliation in both segments of the dual scandal. But it is his legacy that is likely to be blistered for he is the state's executive, and whether he speechifies again and again, the buck stops at his desk in the corner office. Whether he gets to be a federal bigwig seems to be very much in doubt.
What does it say about the supervision Annie was receiving when this deception went on for nine years? On the other hand, all that extra money, courtesy of the taxpayers, will be an excellent lubricant for the Democrat corruption machine.
