Time cards put Winchester housing chief in two places at once

A new state audit shows that the Winchester housing director, who also kept a full-time law practice, filed 16 conflicting time cards showing him in court when he claimed to be at the authority, undermining his insistence that he juggled two careers simply by working “nights and weekends.”

Joseph M. Lally, 59, abruptly resigned his $73,000-a-year housing authority position after 11 years on the job on Oct. 5, days before publication of a Globe story that featured Lally prominently as an example of housing authority executive directors who face little accountability for their work. Lally had claimed that he did the housing job properly by working an average of almost 70 hours a week.

Hey!  The dude is just trying to be rich!  Isn't that what all of right-wingers aspire to be?  Maybe he has an evil twin or something else that allowed him to be in two places at once?  Please leave aspiring Republican Elites alone!

Throw him and McLaughlin in jail. Just maybe some politician will think twice before stealing.

I say the same thing every time I read one of these stories - and that is , that is becoming pretty clear that there is no one watching over some of these State Agencies and Authorities . It has become a cesspool of politically connected thieves. And why is that the Boston Globe is the only one uncovering this stuff - where is the Attorney General - or whoever else is SUPPOSE to be responsible for keeping a watch on things. Why do these "audits" always seem to come after the fact , when its too late. McLaughlin hides the amount of money he makes - how is that even possible on a PUBLIC PAYROLL. Wouldn't the IRS and Mass Dept of Revenue be interested in the answer to that question? I agree with one of the previous posters - its time we start tossing these thieves and cheats in jail ... REAL jails , REAL jail time .. we need to get serious . Vital and needed programs and services are cut to the bone - while these low life scum bags rob the system blind - and no one seems to be in charge. Maybe if Patrick and Coakely spent a little less time on the political trail and more time at home doing their jobs - it wouldn't be left up to the Boston Globe to do it for them.

Here we go again-is there no end!  At least in this case he only stole money.  In the recent Pharmacy case 39 people died as a result of regulators not doing their job.
