DA says Lynn police shooting was justified

The fatal shooting of a 23-year-old Lynn resident in July by police was justified as a necessary act to protect the police officers involved, Essex District Attorney Jonathan W. Blodgett said. Blodgett announced Thursday that his investigation into the July 22 shooting of Brandon Payne was complete. He said electronic surveillance from a federal investigation was used at the time to monitor Payne and his associates. That surveillance revealed the suspects were on their way to conduct an an armed home invasion on Highland Avenue in Lynn when stopped by police, Blodgett said in a statement.
