The state Department of Correction is putting its inmate calling service contract out to bid, and prisoner advocates are hoping for an improvement on the current system, which they say is too expensive and unreliable. The current contract expires in March. A department spokeswoman told The MetroWest Daily News that recent concerns with service would be a factor in the decision. Bonnie Tenneriello, a staff lawyer at Prisoners’ Legal Services in Boston, said a new contract is only part of the solution to what she and other advocates have said is essentially a tax on prisoners’ families.
