Governor Deval Patrick said Monday that his decision to advise state colleges and universities to allow young illegal immigrants to pay the lower resident rate for tuition and fees if they obtain work permits was just one piece in the process of overhauling immigration policy. Patrick sent a letter to the Board of Higher Education on Monday directing it to revise its policy immediately to allow illegal immigrant students to pay resident rates if they meet all other requirements.
