Since Alexandra Zapp’s murder in 2002 at the hands of a longtime sexual predator, her parents’ life has been devoted to a single purpose: trying to stem the tide of sexual violence. Their latest and most ambitious project is the ALLY Foundation at RAND, a collaboration between the Ally Foundation and the California-based research group. Their goal is to help governments craft laws that are effective in stopping predators from continually repeating their crimes.
