The state’s commission on judicial conduct has quietly dismissed a complaint accusing Boston Municipal Court first judge Raymond G. Dougan of deep-seated bias against prosecutors and police. In a terse, three paragraph letter, the commission chairman Paul F. LoConto said the complaint had been “thoroughly investigated. After a review of the available evidence, the Commission voted to dismiss the complaint,” he wrote. The commission had appointed a special counsel to investigate Conley’s extraordinary 61 page complaint filed in December 2010.
