FLUSHING, N.Y. — Qian Wu thought the man who brutally attacked her was gone forever.
She was sure that Huang Chen, a Chinese citizen who slipped into America on a ship and stayed in the country illegally, would be deported as soon as he got out of jail for choking, punching, and pointing a knife at her in 2006.

why not just make them all citizens and give them welfare, this country is going down the tubes, quickly. Our own government is doing this, releasing criminals to murder citizens, so nice to feel safe in your own country.
Come on folks-grow up. This has been happening for about 150 years. We can't sfford to warehouse these people. I suggest in Mr. Chen's type of situation, where he is a non-American citizen, convicted or charged with a crime, and his country refuses to take him back, that he be dropped off at one of the unihabited Aleution Islands with some blankets, matches and 30 days food. He should be told Good Luck!
As technically it's not illegal to be an illegal in Massachusetts - lets put them in half-way houses next to Elizabeth Warren's Cambridge Mansion or Governor Patrick Western Massachusetts mansion. The governor and the senator support polices that create this problem, let them live with it.
Don't forget Martha Coakley!
We must have social justice and fairness to all murderers. Including undocumented Murderers who are committing the murders Americans won't commit.
No complaints from those who voted for Obama. This is the Obama way. These are the needy and we must treat them with respect despite their quirks. Illegals also have rights even if those rights are even greater than us citizens. Obama and Patrick are heroes - they chose to use all resources on targeting successful people who earn more than $250K.
Too bad attempts at politicizing makes you feel so righteous. Too bad your precious GOP constantly blocks any attempt at immigration reform.

For now, Guantanamo.
It's time for the US to get aggressive on the diplomacy front. If a country refuses to issue passports for immigrants we want to legally deport, then we'll refuse to recognize passports from the offending country. I'll bet that will spur a dialogue quickly.
Yes, and zero dollars in aid.
Immigration is one of the main issues that got Obama elected in 2008 & 2012 . . . so, don't hold your breath waiting for him to do anything about immigration now. Remember????? Obama promised in his 2008 campaign that he would enact IMMIGRATION REFORM laws 'if elected."
He was elected_and, it didn't happen.
The Democrats will hold this issue on the back burner and drag it before the illegal aliens in 2016. Why do you think Obama REFUSED to provide any details or information during the 2012 campaign?
"To compel a man to furnish contributions of money for the propagation of opinions which he disbelieves and abhors, is sinful and tyrannical." – Thomas Jefferson
We are forced to pay taxes for services that our government is required by law to render, yet they are not. So why pay the tax? So we our selves do not have a seat in prison reserved for us. A tax evader will do more time in prison then these illegal alien criminals. Regardless of paperwork these criminals should be sent to their native country by boat, plane, train or automobile and dropped off. The American people must not stand for this any longer. If you feel it will help write your elected representatives and urge them to take this matter up. My fear is they will not. As I have said before, real revolutions have begun over less. Our founding fathers would be ashamed at what has happened to our country and we the citizens must take back our government from these career political meddlers that are concerned only with their own benefit.
"If ye love wealth greater than liberty, the tranquility of servitude greater than the animating contest for freedom, go home from us in peace. We seek not your counsel, nor your arms. Crouch down and lick the hand that feeds you. May your chains set lightly upon you; and may posterity forget that ye were our countrymen." – Samuel Adams
Bangladesh? Cape Verde? 95% of the problem is Mexico, this is completely misleading!
Hi there! Mexico actually takes back folks pretty quickly. Here's some information on recalcitrant countries mentioned in our article.

Thank you Maria,
That was interesting, and yes, it does indicate that other countries are more of a problem when it comes to the return of offenders. Still, how many Bangladeshi are there? How many crimes, and what is the financial cost from the ( is it even thousands) of Bangladeshi vs 10 million illegal Mexicans? It's just a matter of geography.
I guess I finally understanding the True meaning of "Twilight's Last Gleaming", this country is down the tubes!
Fly over the country and drop them in by parachute, if the country shoots down the parachute...oh well...
You do what Canada does - put them on a plane with a one-way ticket to their country of origin!!!!!!!!!!!!
Amazing story. I thought I was up on the illegal immigration issues. But I guess I never thought about what happens if an illegal being deported is not taken by their nation of origin.

Now this is the kind of investigative reporting that makes me glad I subscribe to the Globe. Wonderful job!
Unbelievable, that this should be hapening. Criminals released back on to our streets. I feel sorry for the police, imagine how frustrating it must be for them. Our justice (?) system is a revolving door. It is a miracle that the police don't just throw up their hands and give up. Like, why bother arresting them and doing all the paperwork? Cheers to all the police forces across America who just keep trying to 'protect and serve' when the deck is stacked against them. I read in local papers how judges just seem to let people go and now the feds are doing the same thing. The federal government also wants stronger gun control, afte reading this, every American household needs one to protect itself against whomever the feds are putting back out on the street.
This article takes a very strange stance. The only real "fault" here seems to lay with the judges that give light sentences in the erroneous belief that the convicted will inevitably be deported. If someone is convicted of murder, they should serve a sentence for murder, regarless of their immigration status. Immigration and Customs Enforcement does not and SHOULD not concern itself with the housing of dangerous criminals. Their job is to worry about peoples' immigration status, and it should stay that way. The fact that Ms. Sacchetti spends so much time detailing ICE's failure to deal with these people, and the lack of notification to victims (what are they supposed to do? hide?), while devoting only a few short paragraphs to the sentincing problem, is mystifying indeed.
It is unbelievable that this practice has been going on since 2008 and only now do we hear about it. Never mind 'feeling sorry for the police.' The police at least know the names of the criminals and have guns to defend themselves. That is much, much more than defenceless Qian Wu in Flushing, NY.
ONLY - in America are the previous governments scandals withheld from the stupid electorate - until after - the presidential election.
No bad publicity for Obama, the 'teflon-man' marched on with invisible clothes, onward in the mystic protective cloak of the press corp.

The 8500 figure is quite misleading unless you do a lot of careful reading of the accompanying charts. Most of them were for non-violent crimes, and many were simply for drug possession. A more meaningful story would concentrate on those who are guilty of more serious crimes so we could get a better perspective on how dangerous the situation is.
