Three environmental groups have legally notified Brayton Point, New England’s largest coal-fired power plant, that they intend to sue the Somerset facility for repeatedly violating federal air-quality standards. The Conservation Law Foundation, Clean Water Action, and the Toxics Action Center said the plant emitted far more soot than allowed from 2008-2011. A spokesman for Dominion, which owns Brayton Point, declined to comment. State officials, however, said a preliminary review shows they recorded a much small number of violations than the environmental groups cite.
