Advocates for the homeless in Rhode Island are accusing Governor Lincoln Chafee of failing to address what they say is a growing homelessness crisis in the state. The leader of the Rhode Island Coalition for the Homeless on Friday criticized Chafee for not increasing state funding for homeless programs in the budget he submitted to lawmakers on Wednesday. Jim Ryczek, coalition director, said advocates were hoping Chafee’s budget proposal would provide $3.25 million to move homeless people into housing and ensure adequate funding for emergency winter shelters. Chafee’s spokeswoman said the state provides $2 million in grants to help the homeless.
