This will be an interesting one to watch. Aside from the possible facts laid out here, I wonder if there is more to the story? Carrying a concealed weapon at 14 while in the presence of a plains clothes officer.... There are at least 4 major questions that come to mind from that single sentence.
I am sure he was not planning on being in the presence of a plain clothes officer.

Yep, you are right on that one. All other wonderments aside, I'm curious what put him essentially next to a LEO and what caused the gun to fall out. The fact that a gun fell out of his pocket while a LEO was nearby is just too coincidental. There was cleary more going on. So.... fast forward to the point of the case. He deserves his day in court along with all the associated costs. Although I live in a town which has a fantastic and rational chief, I would assume that he too would be forced to deny this man a license and let it wind its way through the court system if the applicant so chose. Like I said, it's going to be interesting to watch and limited only by the combined appetite of the plaintiffs.
Interesting. He could be in one of the "Red" towns, and they wouldn't give him an LTC whether he committed a felony as a youth or not. The PC's in those towns just don't have any "suitable" folks living in their jurisdictions.
Or, he could live in a place like Everett, in which case, he would not even know if he was denied, for like a year or so. Even though state LAW says it has to be processed within 40 days. Everett is being sued over that.
Then again, he could live in one of those "middle of the road" towns, be granted an LTC with all sorts of restrictions placed on it, at the Chiefs "discretion"
Starting to get the drift? In this case, it is in the law, NO LTC, but for many people, it is all up to a Police Chief. Whether a person is "suitable". Anyone care to give us all a definition of what "suitable" is? Is that: not black? no females? only friends? former police officers? WHO THE HECK WRITES LAWS LIKE THIS? ARE THEY NUTS? THIS IS AMERICA, NOT A FIEFDOM OUT OF THE MIDDLE AGES!
