In the two decades Mayor Thomas M. Menino has been in charge, there has been one nearly absolute guarantee: A caller would never reach voicemail.

In this case I think voicemail might be a step backwards. But, the cost savings of the new phones are real.

Those "technilogical advances" existed years ago. Wow...
In a recent interaction with City Hall, I opted for both the voice mail option (3 times) and calling back numeoruse times during the day in an attempt to connect with the person I wanted to speak with. Still waiting...
