Differences on staff director show divisions

Two finalists for staff director of the Boston City Council have lengthy resumes that ­include master’s degrees in public administration and years of experience managing multimillion dollar budgets, large federal grant programs, and municipal offices.

Bernadette Moran Lally, the third finalist, listed one main employer: Council President Stephen J. Murphy.

"Institutional Knowledge" should read to mean politically connected.

This will give us an interesting opportunity to see whether the Boston City Council is composed of a majority of adults or miscreants. Both of the other candidates bring more to the job than Lally ever would. Institutional knowlwdge, for the most part, is crap. It means little more that where the bathroom is, which people not to cross and where the bodies are buried. While not unimportant, these are all things that will be picked up rather quickly by a reasonably intelligent professional. On the other hand...economic theory, quantitative methods, organizational behavior, accounting and public finance and a host of other fields taught at the graduate level in public administration--things that would actually provide added value to the position--are not picked up that quickly and probably can't be picked up outside of an actual graduate program. So the only question here for me is whether or not a majority of the Council is interested in spending taxpayer money in a way that gets them--and the taxpayers--the biggest bang for the buck or whether they are content to ignore taxpayer welfare in order to maintain their own private hackarama. I'm going to give them the benefit of the doubt and stay tuned, although I recognize that there is little in their history to suggest that they will know the right thing to do...never mind actually do it.

City council should have been eliminated years ago. It has no power and members have nothing to do, except attend funerals. At least when The Dap and Freddie were there, it was entertaining; now--boring!!
