7 agency licensing boards have record of taking votes anyway

The Globe found seven state licensing boards operating under the Department of Public Health held meetings and voted on items since 2008 even though they did not appear to have enough members necessary for a quorum, putting all the votes taken at the meetings in doubt. Below are examples from some of those meetings.
