The former animal control officer in Wolcott has pleaded not guilty to animal cruelty charges after authorities said he abused animals at the town’s dog pound. An arrest warrant said Joseph Ouimet is accused of spraying one dog with a hose and slamming another dog into a door. He refused to comment to reporters outside Waterbury Superior Court Thursday. Police said they captured images of Ouimet abusing animals from a video camera at the pound. Ouimet is due back in court Oct. 17.
