The State of the Commonwealth speech typically draws a large crowd of lawmakers and dignitaries, but Patrick aides clearly felt it would be unwise to proceed with the speech, with the forecast calling for heavy snow, high winds, and biting cold.

Patrick is expected to use the speech to burnish his record and to outline the agenda for his final year in office. He has said he plans to detail proposals to change the unemployment insurance system and to raise the minimum wage.

Aides said the governor still plans unveil his fiscal year 2015 budget on Wednesday, a date he cannot move because of a Constitutional requirement that governors release their budget plans within three weeks of the convening of the state Legislature.
