A 71-year-old man on the State Police Most Wanted list was arrested Friday in Colombia for a decades-old child rape and other charges, authorities said. Richard Haugh fled in 1992 after being charged in Belmont with rape of a child and related charges, as well as federal fraud charges, State Police said. After federal agents tracked Haugh in Colombia, local police arrested him in a taxi as he apparently attempted to flee again, said State Police. Haugh was arraigned as a fugitive in Colombia, State Police said. His extradition to Miami and then to Massachusetts to face further charges is being coordinated.
