Commuter caught with dummy in HOV lane

In an attempt to beat the traffic, one commuter concocted an elaborate plan to use the I-93 high-occupancy vehicle lane this morning, State Police said. The driver propped up a mustached mannequin head in the passenger seat and drove into the carpool lane. But the ruse was no match for State Trooper John Carnell, working a motorcycle detail in Quincy, who said he saw what he believed was a counterfeit passenger and stopped the vehicle. Read more.
