Restrictions slapped on Salem rooming house

The Salem Licensing Board placed approximately 20 conditions on Paul Dacey and E. James Gaines, the owners of Hilltop Manor at 179 Boston St., during a hearing on Monday night, including prohibiting the facility from taking tenant referrals from the courts. They also have to place a key lock box on the front door so police can access the house, and name a new prospective property manager by the Licensing Board’s March meeting.
