Residents and visitors worried about the fate of the venerable Fowle’s location at 17 State Street can take this much to heart: You can’t get much more local than the new tenant in the space. Cathy Moulton, who grew up on Plum Island, said this week that she will lease the 3,000-square-foot Fowle’s space beginning in April, once the newsstand that occupies half the space has closed.
