Melrose condo proposal targets empty-nesters

A Melrose developer is proposing a $3 million condominium project for the site of the former Periwinkle’s gift shop, a tired and worn property on Upham Street near the Saugus town line. Carroll Co. Realty has filed plans with the city to build an 11-unit development that would be marketed to empty-nesters looking to downsize from big, old homes that dot city neighborhoods.
