Andrew Flanagan, the city’s director of policy and administration, has accepted the position of deputy town manager in Arlington and will leave Newburyport in late May. Flanagan, 26, a Newburyport resident, has been working for the city for about two years. His primary responsibilities were to oversee collective bargaining negotiations and to develop the city’s operating and capital budgets. He currently earns $64,000 per year; Arlington, which is more than twice the size of Newburyport, will pay him $94,210. - Brenda J. Buote
