State decision due on dam removal

The Massachusetts Environmental Policy Act Office is expected to issue a certificate on the proposed removal of the Balmoral Dam by Friday, said an analyst from the office. Town Meeting recently approved a request to remove the dam, which, along with the removal of the Marland Place Dam on Stevens Street, will improve the natural movement of water and sediment on the Shawsheen River, as well as the passage of native migratory fish and other species, according to the proposal. Both dams are considered nonfunctional and potential safety hazards because of their failing infrastructure. The public comment period on the project closed Friday. Several state and federal permits are required before the proposed starting date of July 1, 2013.
