The annual Swampscott Harbor Festival is scheduled for June 23 at Fisherman's Beach. The Swampscott Rotary Club will run the popular Duct Tape Regatta at 11 a.m., with all proceeds used to fund clean water projects. The rules and entry form can be found at swampscottrotary.org. Other highlights include the Swampscott Yacht Club’s annual blessing of the fleet at 2 p.m., and the Swampscott Public Library-sponsored teen band contest from 4 to 9 p.m. The free concert — being held for the 10th year — will be entitled “Ten Years After,” and will feature 10 bands from the North Shore.
