In an effort to bring more transparency to the town’s payroll process, selectmen are investigating the organizational process for payroll and supervisory sign-offs. Town policy dictates that supervisors have to sign off on employee time sheets, but in a meeting in early June, selectman Glenn Kemper raised the question of oversight for department heads. The board discussed whether supervisors — who sign off on their own time sheets — should have a cosigner, or whether their time sheets should be signed by the selectmen chair. Similarly, Kemper asked that the weekly warrants include as much backup material as possible. “I can't sign off on anything if I don’t know what I’m signing off on,’’ he said. “If there's going to be a bill to pay, I want to know what I'm paying.’’
