The Manchester division of the Cape Ann Chamber of Commerce has scheduled the first Festival by the Sea on Aug. 4. The downtown event, cochaired by local businessmen Mike Storella and Chris Langathianos, will feature artist booths, live music, and food during the day, followed by an evening concert at Masconomo Park.
