Local resident Alex Woodard, 18, recently earned the rank of Eagle Scout — the highest rank in scouting — by educating residents about the hazards of disposing trash into storm drains. Woodard, who joined the Cub Scouts at age 5 and has been a member of Boy Scout Troop 503 since he was 10, placed nearly 100 medallions near downtown catch basins to inform residents that water collected in storm drains is not treated before it returns to the watershed. The bilingual medallions deliver the message in both Spanish and English. They read “No dumping! Drains to river’’ and feature a fish with the Spanish words “No contamine!”
