Residents and officials north of Boston are joining in the statewide debate over Ballot Question 3, the proposal to legalize the medical use of marijuana. Supporters say patients should have access to a drug that relieves suffering, but opponents said the proposal would lead to wider use of the drug, including among young people, and negatively impact public safety.
