New executive director for housing authority

The Winchester Housing Authority has hired a new executive director. John W. Hurd, executive director of the Medfield Housing Authority, has accepted the position and was scheduled to begin working in Winchester last Friday, according to Housing Authority chairwoman Laura Glynn. In his new role, Hurd will oversee the day-to-day operations of the authority and its Section 8 program. Hurd, of Arlington, is also expected to manage the redevelopment of 22 Highland Ave., a single-family home that the authority hopes to renovate into a two-family affordable housing unit. Hurd replaces executive director Joseph M. Lally, who abruptly left the position Oct. 5 after coming under fire in a state audit for filing 16 conflicting time cards showing him in court when he claimed to be doing work as the authority’s director. The audit also challenged Lally’s oversight of the housing authority, noting that in three of the eight units the auditor inspected, she found 10 instances of noncompliance with the state sanitary code. Lally had been at the helm of the authority for 11 years. The agency received 19 applications and interviewed seven candidates before whittling the field down to two finalists, Glynn said. The board voted 5 to 0 on Feb. 12 to offer the position to Hurd.
